Yessenia Anderson
Yessenia Anderson is the Enterprise Communications Director for Golden 1 Credit Union. In her role Ms. Anderson is an ambassador of Golden 1's mission, vision, and culture and provides direct oversight for all strategies and activities that connect employees to Golden 1's purpose, engage them in the achievement of our Strategic Goals, and generate excitement for the social and community impact Golden 1 makes for their members and the communities they serve. Ms. Anderson is a senior fellow of Nueva Epoca, a Latinx Leadership program and a graduate of Leadership Sacramento, a Sacramento Metro Chamber program.
Kyle Finley
Kyle Finley, of Loomis, is the founder and owner of Twin Termite and Pest Control since 2007 with 4 offices from Sacramento to San Diego. Mr. Finley has been the President of Sacramento Association of Realtors Young Professionals, Treasurer with the Women's Council of Realtors, is a current member of PCOC and currently sits on the board of several non-profit organizations helping at risk youth locally and internationally.
Ankur Bindal
Ankur Bindal, MD, MPH, FAPA, is a board–certified psychiatrist & Sleep Specialist, and President & Founder of KAB Medical Group Inc, with 4 locations in San Diego, CA and Los Angeles, CA. A highly trained physician, Dr. Bindal has more than 16 years of experience in medicine. In addition to holding board certification in psychiatry, from American Board of Psychiatry & neurology, he is also a Board certified sleep medicine practitioner. As a highly regarded psychiatrist, Dr. Bindal is an avid presenter at regional and national conferences. He takes a special pride in addressing the mental health needs of the underserved population groups. He currently serves on multiple boards for digital Artificial Intelligence companies, and is a commercial real estate entrepreneur.
Scott Mendenhall
Scott Mendenhall, BCE, from San Jose, serves as Vice President of Planet Orange. With 13 years in the pest control industry, he holds Branch 2 and 3 Operator Licenses and a QAL License from the Department of Pesticide Regulation. Mr. Mendenhall oversees daily operations, ensures compliance, and helps license new technicians. Appointed by the governor, he is eager to deepen his involvement and share his expertise in the industry.
Mark Paxson
Mark Paxson, of Sacramento, is an attorney who has worked for state government for almost 25 years. He served as Senior Attorney for the Department of Developmental Services before moving to the State Treasurer's Office in 2002, where he began as Senior Attorney before promoting to General Counsel in 2005. He remained in that position until he retired in 2002 and now works as a retired annuitant for the California Student Aid Commission. He currently serves as volunteer counsel for the American River Bike Patrol and recently joined the Elk Grove Writer's Guild.
John Tengan
John Tengan, ACE, PCQI, FSVP, HACCP, and Cal–OSHA certified, owns ICX Commodity Fume Company, and Managed Pest Solutions, an agricultural company and currently serves as Vice President of Otto Exterminating Co., Inc. With more than 25 years of experience in the pest control industry, Mr. Tengan is fully licensed in structural pest control in California. He holds 12 of the 13 agricultural license categories issued by the California Department of Pesticide Regulation and is also licensed in fumigation and pest control across six additional states. As an Associate Certified Entomologist (ACE) through the Entomological Society of America, Mr. Tengan holds multiple certifications in Food Safety for the Food and Commodity Industries.
Mr. Tengan has been a Pesticide Applicators Professional Association (PAPA) member for over 20 years and is a current member of the National Pest Management Association (NPMA). In addition to his professional achievements, he founded the “i–care extra!” ™ project, which provides financial support for vital food and medical assistance to sponsored families in Burma (Myanmar) affected by ongoing civil unrest. He is also an ordained minister and serves as Executive Advisor to Grammy–nominated®, multi–award–winning international singer–songwriter and Medicine Woman, Windwalker Dorn. Furthermore, Mr. Tengan was appointed by the Governor of California to serve a three–year term as an industry member, in recognition of his dedication and commitment to advancing the pest control industry.

Consider becoming a board member of the Structural Pest Control Board (SPCB) and play a vital role in safeguarding public health and safety.
About the Structural Pest Control Board
The SPCB is responsible for the regulation and licensing of pest control technicians and businesses in California. It ensures that businesses and individuals engaged in pest control meet established standards of safety, competency, and professionalism. The SPCB also investigates complaints and takes disciplinary action when necessary to uphold industry standards and protect consumers.
The SPCB is comprised of seven members appointed by the Governor, Speaker of the Assembly, and the Senate Rules Committee.
- The Governor appoints three industry professionals and two public members
- The Speaker of the Assembly appoints one public member
- The Senate Rules Committee appoints one public member
Board Members are appointed to a term of four years, with an additional one–year grace period. Each member may not exceed two full terms.
