Scott Mendenhall
Scott Mendenhall, BCE, from San Jose, serves as Vice President
of Planet Orange. With 13 years in the pest control industry, he holds Branch 2 and 3 Operator Licenses and
a QAL License from the Department of Pesticide Regulation. Mr. Mendenhall oversees daily operations, ensures
compliance, and helps license new technicians. Appointed by the governor, he is eager to deepen his
involvement and share his expertise in the industry.
Kyle Finley
Kyle
Finley, of Loomis, is the founder and owner of Twin Termite and Pest Control since 2007 with 4
offices from Sacramento to San Diego. Mr. Finley has been the President of Sacramento Association of
Realtors Young Professionals, Treasurer with the Women's Council of Realtors, is a current member of PCOC
and currently sits on the board of several non–profit organizations helping at risk youth locally and
internationally.
David Haviland
David Haviland has served as the Entomology and Pest Management Advisor for Kern County since 2002 and is affiliated with the UC Statewide IPM Program. He develops and disseminates integrated pest management programs that address the pest management needs of commodities grown throughout the southern San Joaquin Valley. He has focused his efforts on permanent crops, including monitoring programs, treatment thresholds, chemical and biological control, and mating disruption of key pests affecting almonds, pistachios, grapes, citrus, blueberries and cherries. David is known for his practical, sustainable approaches to pest management. Throughout his career, he has given more than 850 extension presentations and authored more than 450 publications to help farmers. He holds a Master's degree in Plant Protection and Pest Management from UC Davis, and has received numerous awards for his contributions to integrated pest management and sustainability. Yenifer Gallegos-Mejia
Yenifer Gallegos-Mejia is a proud Central Valley native who graduated from California State University, Fresno, with a Master's degree in Social Work and a Bachelor's degree in Sociology. She has dedicated most of her professional career serving families and children in need in various ways. In her current role as Program Director with YAI- CA START Central Valley, she focuses on providing mental health crisis intervention and prevention services that reduce emergency services utilization and improve wellbeing. Yenifer believes in the importance of giving back to her community and has participated in volunteer work, leadership advisory roles, and mutual aid efforts for the past 16 years.
Yogesh "Yogi" Chugh
Yogi Chugh is businessman and community leader based in
Silicon Valley. With over 30 years of experience in executive leadership roles across Fortune 500 companies
and advocacy work he is recognized for his contributions to strengthening community relations, economic
development, and civic engagement.
In his professional capacity, Yogi serves as Executive Managing Director at S5 Advisory Inc a real estate advisory firm.
Yogi's extensive community and public service record includes serving as a former Fremont Planning Commissioner and Chair of the Fremont Economic Development Commission. He is the Director of Political Liaison for the Foundation for India and Indian Diaspora Studies (FIIDS), a board member of the Fremont chapter of APAPA (Asian Pacific American Public Affairs), and a Charter Member of TiE Silicon Valley, where he actively supports the development of the next generation of entrepreneurs.
A proud alumnus of San Jose State University (California) and Delhi University (India), Yogi remains deeply committed to public service, cross-cultural understanding, and fostering economic opportunity in the Bay Area and beyond.

Consider becoming a board member of the Structural Pest Control Board (SPCB) and play a vital role in safeguarding public health and safety.
About the Structural Pest Control Board
The SPCB is responsible for the regulation and licensing of pest control technicians and businesses in California. It ensures that businesses and individuals engaged in pest control meet established standards of safety, competency, and professionalism. The SPCB also investigates complaints and takes disciplinary action when necessary to uphold industry standards and protect consumers.
The SPCB is comprised of seven members appointed by the Governor, Speaker of the Assembly, and the Senate Rules Committee.
- The Governor appoints three industry professionals and two public members
- The Speaker of the Assembly appoints one public member
- The Senate Rules Committee appoints one public member
Board Members are appointed to a term of four years, with an additional one–year grace period. Each member may not exceed two full terms.

The initial step towards becoming a board member is to submit an application to the office of the relevant appointing authority.
