Yessenia Anderson

Yessenia AndersonYessenia Anderson is the Content and Media Relations Division Manager for Dignity Health’s Northern California Division (NCD). In her role Ms. Anderson leads the division’s digital presence strategy, as well as spearheads statewide and national media relations efforts for Dignity Health's 13 NCD hospitals to enhance their reputation and drive growth. Ms. Anderson is a senior fellow of Nueva Epoca, a Latinx Leadership program and a graduate of Leadership Sacramento a Sacramento Metro Chamber program. Ms. Anderson also currently sits on the board of the B Street Theatre whose mission is to promote cultural enrichment, social interaction, education, and literacy through the shared experience of live and virtual theater, and the performing arts.


Kyle Finley

Kyle FinleyKyle Finley, of Loomis, is the Board President and the founder and owner of Twin Termite and Pest Control since 2007 with 4 offices from Sacramento to San Diego. Mr. Finley has been the President of Sacramento Association of Realtors Young Professionals, Treasurer with the Women's Council of Realtors, is a current member of PCOC and currently sits on the board of several non-profit organizations helping at risk youth locally and internationally.


Ankur Bindal

Ankur BindalAnkur Bindal, MD, MPH, FAPA, is a board-certified psychiatrist & Sleep Specialist, and President & Founder of KAB Medical Group Inc, with 4 locations in San Diego, CA and Los Angeles, CA. A highly trained physician, Dr. Bindal has more than 16 years of experience in medicine. In addition to holding board certification in psychiatry, from American Board of Psychiatry & neurology, he is also a Board certified sleep medicine practitioner. As a highly regarded psychiatrist, Dr. Bindal is an avid presenter at regional and national conferences. He takes a special pride in addressing the mental health needs of the underserved population groups. He currently serves on multiple boards for digital Artificial Intelligence companies, and is a commercial real estate entrepreneur.


Mark Paxson

Mark PaxsonMark Paxson, of Sacramento, is an attorney who has worked for state government for almost 25 years. He served as Senior Attorney for the Department of Developmental Services before moving to the State Treasurer's Office in 2002, where he began as Senior Attorney before promoting to General Counsel in 2005. He remained in that position until he retired in 2002 and now works as a retired annuitant for the California Student Aid Commission. He currently serves as volunteer counsel for the American River Bike Patrol and recently joined the Elk Grove Writer's Guild.


John Tengan

John TenganJohn Tengan, of Lakewood, is the Territory Manager of The Industrial Fumigant Company for Southern California and Southern Nevada. Mr. Tengan is fully structurally & agriculturally licensed in the State of California and licensed in fumigation and pest control in six other states. He is an Associate Certified Entomologist from the Entomological Society of America and holds multiple certifications in Food Safety for the Food and Commodity Industries. Mr. Tengan is an industry member appointed by the Governor, serving a three year term.


Janet Thrasher

Janet ThrasherJanet Thrasher, of Los Gatos is the co-founder and owner of Thrasher Termite & Pest Control, Inc., established in 1979. Ms. Thrasher has been involved with the Santa Clara Valley District, Pest Control Operators of California (PCOC) for over 25 years and has been the district chairperson for most of the last 10 years. In 2014 Ms. Thrasher became an elected board member for the PCOC insurance committee. She is a member of the National Pest Management Association, Professional Women in Pest Management, and Silicon Valley Association of Realtors. Thrasher Termite & Pest Control is accredited by QualityPro, the industry’s leading pest management credentialing program. In honor of her late husband, in 2000 she founded The Duff Thrasher Memorial Youth Fund, a non-profit organization for charitable, educational, and youth sports-oriented purposes. Ms. Thrasher is an industry member appointed by the Governor, serving a four year term.

Consider becoming a board member of the Structural Pest Control Board (SPCB) and play a vital role in safeguarding public health and safety.

About the Structural Pest Control Board

The SPCB is responsible for the regulation and licensing of pest control technicians and businesses in California. It ensures that businesses and individuals engaged in pest control meet established standards of safety, competency, and professionalism. The SPCB also investigates complaints and takes disciplinary action when necessary to uphold industry standards and protect consumers.

The SPCB is comprised of seven members appointed by the Governor, Speaker of the Assembly, and the Senate Rules Committee.

Board Members are appointed to a term of four years, with an additional one-year grace period. Each member may not exceed two full terms.

The initial step towards becoming a board member is to submit an application to the office of the relevant appointing authority. After submission of the application, the application is reviewed, you may be contacted for an interview and final selections take place.
